I’m getting a glitchy background when I open new apps in Fedora KDE. I don’t think it’s a hardware mismatch or bug, but some kind of software issue, though I’m not sure what’s causing it.

Maybe a KWin compositing redraw artifact, not hardware. Pretty common on Fedora KDE when a new window is created.
Toggle compositing off to confirm. If it stops, disable Blur in Desktop Effects. If you’re on Wayland, try an X11 session. If NVIDIA, try forcing OpenGL 3.1 in the compositor settings.
Nothing in that screenshot points to GPU failure.
