Honestly BOTH are solid on security. The difference comes down to how you use the system.
Fedora ships newer packages and SELinux is on by default, so you get tight access controls out of the box. Ubuntu uses AppArmor and has long support windows on the LTS releases, which makes patching more predictable.
If you’re new not only to the community, but also to Linux, then personally I’d go with Ubuntu because the docs and community answers are everywhere, so when you hit a wall you’ll find a fix fast.
Ubuntu is more secure because I use Ubuntu!
Just kidding you, both are secure, most Linux OS’s are secure do to being Linux and how sudo rights operate. The least secure point of any OS is the user. If you want an extra layer of security there are OS’s like Parrot, Tails and Backbox, but they can be a bit different and more difficult to use as they usually offer penetration testing and white hat hacking. DistroWatch has a search function and you can put in security and get all the OS’s that say they are for security. The search gave me 31 OS’s that say they are security.
