This may offer a standardized and simplified methodology for setting up consistent, reproduceable development/test environments on different architectures.

I leave it to the development gurus to give their impressions on the likelihood that we do get good pudding when the pedal hits the metal!

It sounds a lot like Docker to me—if anyone who’s more versed in this area could highlight the difference, that’d be fantastic.
