As a mod you can click on his profile and see that he has visited a total of 1 time; the day he signed up, never been back.
Very likely bot traffic creating an account to post links if it wasn’t blocked. Or found answer already elsewhere.
I believe all members should also be able to see “last seen” on user profiles.
But yeah, Eventually the account will be deleted by the system without a login.
