Welcome doffer. There are plenty of security and white hacker programs. You might want to start at DistroWatch in their search area:

You can put in different search criteria an will give you a list of operating systems that meet those criteria.

There are ones like HackerOS, Kali Linux, Parrot (formerly Parrot Security OS), Berserk Arch, NetHydra, <<Hack|Track GNU/Linux, Security Onion, Predator-OS, Cerberix Linux (text mode only), BackBox Linux, and more. It gave me 32 hits, but there are a some that are not what you are looking for in an OS.

I used Parrot Home and it is a good OS, but I used it for privacy and security, not for hacking but one edition does have hacking tools.

Parrot OS includes ethical-hacking (penetration-testing) tools. The Security Edition comes with a large set of them; examples include Nmap, Wireshark, Metasploit, Burp Suite, and Aircrack-ng. The Home Edition is aimed at everyday use and doesn’t include the full security-tool collection by default. Use these tools only on systems you own or have permission to test.

As far as learning hacking there are plenty of tutorials online, free and paid for, text and video. Here is one:

You have a lot of choices!
